    State senators narrowly approved a bill Thursday requiring student-athletes to receive instruction about brain injuries.

    The vote was 18-16. Most Republicans and a few Democrats opposed the bill on grounds that it might mimic existing programs or create expenses for school districts and the New Mexico Activities Association.

    Democratic Sen. Bill Soules, a high school teacher from Las Cruces, sponsored the bill. He said opponents were off the mark.
