Higher ed chief, senator at odds on lottery scholarship

The head of the state Higher Education Department asked the Senate Finance Committee on Wednesday for $6.5 million to shore up New Mexico’s sagging Legislative Lottery Scholarship fund for another year and a half.

But Sen. John Arthur Smith, D-Deming, who chairs the committee, is against that idea. Smith wants to increase lottery revenues while lowering the share of revenue that goes into the scholarship fund.

The fund, created in 1996, uses 30 percent of proceeds from lottery ticket sales to pay for in-state college tuition for eligible New Mexico students. Smith wants to lower that share to 27 percent.
