Sen. John Arthur Smith and Gov. Susana Martinez both agree that the state needs additional spending to upgrade and repair an aging road system, but they disagree on how to pay for it.

Smith wants to pay the bill now, and has proposed an increase in the state’s gas tax. Martinez wants to pay the bill later, tapping into the Legislature’s annual infrastructure bond package.

We think the state should pay the bill now.
